[Apostle Willard Richards Journal] Winter Quarters. Morning clear, cold, wind northwest. About 9, Presidents Young, Kimball, Richards, Bishops Whitney and Miller, and O. P. Rockwell met at H.C. KimballÂ's and conversed with Bishop Miller. The feeling of the council was that Bishop Miller had better send his oxen to the rush, etc., and take horses and mules and bring his family to Winter Quarters.
About 10, the Presidency went to the council house and met Elder KimballÂ's company and organized by electing Alpheus Cutler president and [?] Farr and Daniel Russell councillors. Captain of hundreds, [?] captain of fifties. About noon, Brothers Young, Kimball, and Richards, Isaac Morley, and Reynolds Cahoon, and Brother Benson called on John Young and conversed about the organization of the company and the Silver GreyÂ's picnic, and wrote 32 names and retired.
About 2 p.m., the picnic managers met at Father John SmithÂ's, completed the arrangements, and instructed their clerk, Thomas Bullock, to write their cards to distribute. About 2, the first picnic of the seventies who helped lay the floor came off in the council house. Presidents Young and Benson were with them dancing.
