[Hosea Stout Diary] Thursday Feb. 15th 1849. Snowing some. Warm & Cloudy. At home all day,The Council has reorganized the High Council as follows by appointing Isaac Morley H. G. Sherwood, W. W. Major[.] J Vance[.] Ira Eldrege[.] Titus Billings, Eleazer Miller[.] Levi Jackman, E. H. Groves, S. Roundy, E. D. Woolley and Phineas Richards. Isaac Morley President of Council.and also dividing the City into 19 Wards each ward to contain 9 blocks that is three blocks square and appointing a Bishop over each ward.
