[A]t 11. a. m. sung a hymn'-prayer by Lorenzo Snow'-'From Greenlands Icy Mountain' was sung. Pres[iden]t. Young suggested the ordaining of John Youngs coun[selors]: J. Taylor, P. P. P., & A L. laid on cs /hands/ on R. C. and ord[aine]d. him. /P. P./ [started] pray[in]g. for bless[in]g[s]. & power of [the] H[oly] G[host]. to administer to him.'-[We] lay on cs /hands/ & ordain you as [a] Co[unselor]. to P[resident]. J. Y. to preside as his Co[unselor]. in [the] H[igh]. P[riests']. Quo[rum]. & bless him with all keys & power & authority to assist J. Y. in his h[oly] call[in]g. & administer in power & glory & seal all former bless[in]g[s]. [T]o set in order the diff[eren]t. Quo[rums] of this Ch[urch]. is to set every cog in its place & every Wheel in its place that we ma[y] set all things in motion.'-[T]he idea is to have a good mill to do bus[iness] & have no reserve to the cost.'-let p [T]he more wheels there is, the quicker the revolution.'-[T]here is no use to put a man into auth[orit]y. if he wont act,'-but we set all this immense machinery to work thro[ugh]out all the world.'-[W]e have been organiz[in]g: the machinery y[ea]r. after y[ea]r. & yet only a few stand in their place & work.'-[I]ts now for bro Spencer to be the 1st man to call the body to order & see that they are ready to rece[ieve] the word when the sawer comes to saw.'-Im right, for the Sp[irit] says so. [M]y Pres[iden]t. is after setting this machinery in order & to see that each officer does his duty & every man in his place.'-[L]et every part of the machinery takes its place, & how long will it take 230 to purge out the iniquity from among the p[eo]pl[e?]'-[T]o see men sit dormant when theyare called into positions I dont like'-while only a few are slaving for the p[eo]pl[e].'-[B]r Spencer, your countenance will shine as an Eagle & you will be beloved.'-[T]hen how long will it be bef[ore] Zion will be established[?]'-[T]his Gospel is congenial to our labors & we want to become assimilated into the likeness of the Son of God.'-[W]e have now the privilege of setting every thing in order & then the power of God will rest upon this p[eo]pl[e] as it has never done before.'-I feel like an old Lion & the harder my burden, the more I want to yell & scratch. = I have the more confidence in God.'-[W]e are going to revive & be prospered. Y.[: A]fter talking consid[era]ble. [T]hen he addressed the Pres[iden]t. of [the] 70.'-[I]t is time to assemble yourselves tog[ethe]r. [N]ow get tog[ethe]r. a Quo[rum] of 12.'-[The] 70. & Pres[idenc]y., we are all one.'-[W]e can get tog[ethe]r. & do a deal of good this Summer.'-[O]ur expectation is to see a revival,'-we want to see men take up a line of march to the Cel[estial]. K[ingdom]. [L]et the 12 dictate, under the 1st. Pres[idenc]y., [and] dig about & instruct each o[the]r.'-[W]e have now a Pres[iden]t. of a Stake.'-[H]e can place the Bishops & divide the City into Wards.'-[E]very Ward will be a K[ingdom]. within a K[ingdom].'-& have a Schoolhouse.'- [L]et the Bishops find out his Co[mpany]., Bat[tallion]. Army, or Kingdom'-[and] pick up all the 70 & [k]no[w] his standing.'-[E]very man will be called up, & [k]no[w] his faith'-& the El[ders]., P[riests]., T[eachers]. & Deacons.'-[W]hen the old Wheel runs'-the Wheat will be gathered'-& the Bran [will] run the o[the]r. way.'-[D]ont you see how quick we can handle the p[eo]pl[e?]'- Levi Hancock replied.'- H. C. Kimball suggested Eleazer Miller, Titus Billings, John Murdock, Levi Jackman, Shadrach Roundy, John Vance, Abram 0. Smoot, William Perkins, Ira Eldridge, HenryG. Sherwood, Phinehas Richards, Edwin D. Woolley, [and] W. Winegar to form the Hi[gh] Council. 231 C. C. Rich motioned that the above names form the /Hi/ Council of the Great Salt Lake City.'-[It was] sec[onde]d. [to be] laid over until [the] city is divided into Wards, & Bishops [are] appointed.'-[There was a m]otion for adjournment for one hour [at] 2 P.M. Feb[ruar]y. 13. 1849. 31/2 P.M. [The c]ouncil met again purs[uan]t. to adj[ournme]nt. in G. B. Wallace's house. [A] conversation on mesmerism [was held] until Lorenzo Snow presented the case of the African Race for a chance of redemption & [whether we could] unlock the door to them.'- Pres[iden]t. Young explained it very lucidly that the curse remains on them bec[ause]. Cain cut off the wives /[?]/ of Abel to hedge up his way & take the lead but the L[or]d. has given them blackness, so as to give the children of Abel an opportunity to keep his place with his desc[endan]ts in the et[erna]l. worlds.'- H. C. K.[:] I motion [that] we appoint a committee to lay off the city into wards. D. Spencer sec[onde]d [it]. [and it was c]arried. B. Y.[:] I nominate N. K. W. to be chairman of that Com[mittee]. [It was s]ec[onde]d. [and c]
arried. ' ' [B.Y.:] [I nominate] T. Bullock, H. C. K., B. Young, & A. L. to be [on] that committee. [It was] sec[onde]d. [and c]arr[ie]d. B. Y.[:] I nominate also J. Taylor & P. Pratt ' do. [It was] sec[onde]d. [and] carried. B. Y. appointed tomorrow at 10 A. M. to meet.'- Council adj[ourne]d. to Friday at 10 a. m. at this place.'- G[reat]. S[alt]. L[ake]. City Feb[ruary] 13 1849 Council met at the same place at 11 o'clock ... Adj[ourne]d for 1 hour. Met at the same place (George B. Wallace's) at 31/2 pm Conversation turned upon mesmerism until Elder Lorenzo Snow presented the case of the Africans wishing to know the chance of their redemption. Pres[iden]t Young replied with much clearness that the curse remains upon them because Cain cut off the lines of Abel to prevent him & his posterity getting the ascendancy over himself & his generations his own offering not being accepted of God while Abels was. But the Lord has cursed Cain's seed with blacknes[s] & prohibited them the Priesthood that Abel & his progeny may yet come forward & have their dominion place and Blessings in their proper relationship with Cain & his race in a world to come.
