Pres Young & Richards met the brethren in council & at 2 AM [PM?] in A P Rockwoods Tent decided that as soon as the camp should be settled for the winter quarters that we would comply with Bro Millers request [for a cannon and two coils of large rope]'but could not at present for want of teams & men to manage them &c.
