[Quorum of Twelve] Council met and talked about the necessary measures for extending the Church and power of the kingdom abroad. Instructed the twelve how to manage with their families when they went abroad to take but one wife each and establish the rest here except Parley P. Pratt when he went to the Pacific Isles he might take all of his along as his prudence dictates as servants in different families etc. members spoke freely on the idea of establishing a settlement or stake on the bay of San Francisco. It was unanimously considered important to the enlargement of the work and C. C. Rich was unanimously voted to go preside in those regions.
