[Apostle Willard Richards Journal] [At] 1 ½ [1:30] p.m., Presidents Young, Kimball, O. Pratt, W. Richards, W. Woodruff, G. A. Smith, E. T. Benson, and Captain Hosea Stout assembled in council at Elder KimballÂ's east room. President Young proposed that letters be written to instruct the brethren how to organize companies for emigration. President Young proposed that E. T. Benson and Erastus Snow form an emigration company number 3, appoint a presidency of three, and captains of hundreds, fifties, tens, clerk, etc., and oversee them. Also, O. Pratt and Wilford Woodruff [form] another company, number 4. Amasa Lyman and G. A. Smith, Third Company, number 5. Brothers Joseph Coolidge, Erastus Snow, O. P. Rockwell, Phinehas [Phineas] Young, with the Twelve Apostles, high council, presidents of the seventies, and two presiding bishops were appointed at the Christmas council a committee to form companies and superintend the emigration of the Saints.
President Young commenced to give the word and will of God concerning the emigration of the Saints and those who journey with them. At 3 ½ [3:30], A. Lyman came in. About 4, Brother Ute Perkins, Andrew Perkins, and William Perkins came in. [At] 4 ½ [4:30], council adjourned to 6 ½ [6:30] at Brother Benso's.
[At] 6, municipal high council assembled at Dr. RichardÂ's. About 7, the Twelve met according to adjournment at E. T. BensonÂ's, same as in p.m., except Elder Kimball and John Eldridge was present. Elder Kimball came in before business conversation on various subjects. President Young continued to write the word and will of the Lord. Adjourned from 10 to 1 p.m. tomorrow, this place. President Young retired to the Octagon and finished writing the word and will of the Lord, and the Dr. [Richards] copied, closing about 1 next morning, about which time George D. Grant and Edmund Ellsworth, police, came in, and after reading the piece, President went home.
