at 15 minutes past 6 morn council met in Capt A P Rockwoods Tent Presant B Young Pres H
C Kimble Wilford Woodruff O Pratt A Lyman E T Benson A P Rockwood J D Lee Pres Young suggested for the consideration of the council the propriety of the camp stopping & preparing for winter some where in this vicinity & write to Bro Miller to have about 100 families winter at or near the Ponca Village about 9 Dr Richards arrived in camp & in council Motion seconded & carried that we (the council) write to Bishop Miller at this juncture W Woodruff called for the report of the Island'Pres Young said that at the village were buildings sufficient to accomodate 5 families that the missionaries have left & about 25 or 30 acres of good corn besides what the Indians have & good water our horses will be perfectly safe until such time as the farmers start out hunting at such time our horses will have to be watched or put in pounds & by commencing to save hay now 100 families can winter comfortably there I should prefer wintering at the Pawnee s village was it not for the immense No of cattle that would have to be wintered there We could winter some 40 miles above this with much greater ease than what we could at this village was it not for these Indians (Atoes) that durst not go out to hunt for fear of the Sioux they will in probability trouble us some provided we stay here unless we give them some beeves to subsist upon Elder Kimble said he would rather give them 50 beeves than to have 100 of them starve to death After hearing the report from the Island'decided that we who are here tarry & winter at Elk horn that Elder O Pratt write Capt Miller our feelings on the subject that we feel to council him the Capt s of 50 s & all the Saints who are ahead that it would not be wisdom for any Co to attempt to ascend the Mountains this season'that about 100 families winter at this place, the Pawnee s Village, the remainder go to Ft Laramy or to some other convenient place where they can winter & in the spring we will all go over the Mountains together While the letter was preparing Pres Young called for the mind of the council with reference to keeping together & not dividing this winter Elder O
