This document and the one following under the same date are the earliest documents located which carry the signature of the new First Presidency. They are the instructions and authority of Elder Amasa Lyman of the Quorum of the Twelve Apostles to carry the First General Epistle of the First Presidency of the Church to the Saints in Western California and to Orrin P. Rockwell to accompany him.
The discovery of these original documents plus a statement in the First General Epistle itself enables us to date the issuance of the Epistle between March 30 and April 4, 1849, quite likely the latter date. The earliest printing for the First General Epistle discovered is in the Frontier Guardian for May 30, 1849. Elder Lyman left on this special mission to California early in April, 1849.

To whomsoever this letter shall come, it is made manifest that Elder Amasa Lyman, of the Quorum of the Twelve Apostles, in full faith and fellowship; is delegated and appointed by the First Presidency of the Church of Jesus Christ of Latter Day Saints, to visit the Saints in Western California, and deliver to them a General Epistle in writing; To instruct them concerning the same, and in all other things that may be necessary, as he shall be led by the Holy Ghost; to set in order all things in the Church; to direct and counsel in all matters pertaining to the "California Star," and any other Printing Office, Books, or Paper, publishing or about to be published in the Church; To gather and bring Tithing and Donations to this place; To Counsel the Saints by the way, going and returning, and to do all other acts and things necessary to be done, in the Church, pertaining to his Apostleship, not neglecting to preach the Gospel as he has opportunity, and to be assisted in all things as he shall have need by Elder Orrin P. Rockwell, who accompanied him on his Mission; and we pray our heavenly Father to bless and prosper brother Lyman. And all who will receive him as a Messenger of the Most High, administer to his necessities, and follow his council, in the name of Jesus. Amen.
