Mormon History, Oct 2, 1846

[Hosea Stout Diary] Friday October 2nd 1846. I was about home today laid up with the sick head ache
At 7 oclock in the evening I went to the meeting of the Council at Rockwood tent where it was decided to have the city divided of into wards & Bishops appointed over each ward and Orson Pratt, Wilford Woodruff and Amasa Lyman of the Twelve were appointed a committee [to] lay of[f] the city as above and appoint the Bishops[.] The Bishops were to see to the poor and other duties pertaining to their office.
